Dr. No was also a bad guy. The World is Not Enough is exactly what the two bad guys wanted. Die Another Day was about Bond living through the torture inflicted by his captors. The title of the movies also provides the basis for the theme song and considering that the song for the current movie is called Another Way to Die, it would have made sense to name the movie the same thing.
