Miley Cyrus can’t understand why everyone’s making such a big deal over a photo of her cleavage.

The 16-year-old was recently snapped jogging with her shirtless older beau Justin Gaston. Miley was sporting a cleavage-baring top – and her assets were there for everyone to see.

But the Hannah Montana star insists she wasn’t trying to give photographers a show.

She told Ryan Seacrest on his KIIS FM radio show, “I don’t get the big whoop, but whatever.

“I guess it’s just… I’m not allowed to jog any more.”

“I don’t get why people are allowed to take pictures and make them something they’re not,” Miley adds, “but I guess that’s just how their job works and how they’ll make the most money.

“As I’m running, [my top] got a little bit lower and you could see a little of the bathing suit top.

“So, oh my goodness, Miley Cyrus wears a two-piece! Kill me! I’m wearing a two-piece.”
