Define Power
it's impossible to say who the most powerful woman in the world is because power is such a vaguely defined elusive concept. Power means nothing unless you can turn it into influence and Oprah is clearly the most influential woman in the world, indeed Time magazine ranks her as the most influential PERSON in the world. She holds the world record for most appearances on Time magazine's list of global influence:

But Oprah not only has influence, but she has stratospheric wealth to go with it. Very few people achieve both.
